Director Kael

Head of the Consortium’s Psi-Division — the unit that registers, manages, and exploits Psionics under the Orvain Protection Contracts. Cold, efficient Mindweaver. Wears gloves at all times to hide the Veil Bleed scars climbing her forearms.

Kael is the rarest kind of Mindweaver: one who has read every other Mindweaver’s mind in her city and never met one as careful as herself. She doesn’t enjoy the Psi-Division’s work. She just believes the alternative — unmanaged Psionics, witch-burnings, civil collapse — is worse.

The Circle of Ash has tried to recruit her three times. Each recruiter has disappeared. She has not retaliated openly; she has simply ensured the conversation never repeats.

Tactics

Kael leads from the office, not the field. When she does engage directly — usually for a defection, a Circle infiltration, or a particularly volatile unregistered caster — she goes in personally because she does not trust her subordinates with the kind of decisions she might need to make. Her preferred opener is a Rank 3 Mindweaver Talent that lets her know whether the target is willing to be brought in alive.

Tactical Notes

Kael has no canonical attack stat block in source. The Boss-tier Pool 9 represents her Channel pool for Mindweaver Talents. She wears a Consortium Vest (AR 2) under her professional dress. Treat her Talents as the published Mindweaver Discipline content. She specializes in the social and intel layers (Surface Read, The Nudge, Phantom Pain) rather than the bigger Powers.
