Effect
When buying or trading, you pay one Cost Rating less than listed (minimum Cost Rating 1). When selling, you receive one Cost Rating more than the item is normally worth. Additionally, you can assess the true value of any item by examining it for 1 minute — the GM tells you its actual Cost Rating and whether it has hidden properties (modified, counterfeit, cursed).
