Notes on the Waystation
Mother Elaine is the matriarch — a powerful Flesh Shaper who treats “Fen-Rot,” the slow biological decay that afflicts everyone who breathes the Fen’s air long enough. She charges in service, not Scrip. Debts to Mother Elaine accumulate, and she remembers every one. The Ferryman is a mute giant who poles a flatboat through the swamp; he knows the safe paths through the Thousand-Lantern Fen, and his price is whatever feels right when you climb aboard.
Source does not describe distinct named districts for Bellhaven — the town is a single sprawl of interconnected stilt-platforms with no formal subdivisions. If districts emerge in future material (the Bellhaven docks, the boardwalks, the upper tier, etc.), they can be added here.
Availability quirks: standard weapons are limited (the damp ruins firearms quickly). Special ammunition is unavailable. Psionic gear is rare. Grimoires are rare. Clean water is §4/gallon (the swamp water is undrinkable without filtration). Medical care requires service in return — Mother Elaine doesn’t take coin.
Plot Hooks
Threads waiting to be pulled. GM-facing prompts.
The Rising
The water level is rising unnaturally. The Walking Dead are clawing at the stilt-pylons. Defend the town from a siege of the drowned.
The Cure
Mother Elaine needs a herb from the deep swamp center. It is guarded by a Fen-Wraith. The price of treatment is collection.
Environmental Mechanics
- The Damp: Metal rusts in days. Firearms jam on 1-3 (not just 1) unless cleaned daily with oil (Cost 1).
- Permanent fog limits visibility to Near range at all times.
- Built on stilts above the Fen's black water — every building is accessed by boardwalk or boat.
- Sole rule of the town: 'Don't ask questions.' Sanctuary for those fleeing law or past.
